What Is Pre-Raid Gear in TBC Anniversary?
Pre-raid gear is the set a level 70 character collects before its first raid: items from Outland dungeons, heroics, quest chains and reputation vendors that bring it up to the level a raid group expects. In The Burning Crusade this step is where most new 70s stall, because the best pieces are spread across many dungeons and several faction vendors.
On TBC Anniversary the gap matters more in Phase 3, when raid groups run Black Temple and Mount Hyjal and want even alts to arrive ready for Karazhan and the older raids.

Express costs extra and gets maximum priority for start and completion. The second spec set adds a full set for your off-spec. Play modes: Piloted or Remote Control.
Heroic Keys in the Pre-Raid Carry
Many pre-raid pieces drop in heroics, and every member of a heroic group needs the key. The All heroic dungeon keys add-on covers all five: Flamewrought Key from Honor Hold or Thrallmar, Reservoir Key from Cenarion Expedition, Auchenai Key from Lower City, Warpforged Key from The Sha'tar and Key of Time from Keepers of Time. Keys are account-wide on Anniversary, need Revered until 22 October and only Honored after the patch.
Heroic runs also give 1 Badge of Justice per boss and a Primal Nether from each end boss, which stay on your character.
How the Pre-Raid Gear Boost Runs
Work starts about 1 hour after the order. If you want only the class set first, the Dungeon 3 set boost covers it, and single heroic epics come with the epic dungeon gear boost. Once geared, the next stop is the Karazhan boost; the rest of the range sits in the TBC Anniversary gear catalog.
