What Is a Legacy Raid in WoW?
A legacy raid is any raid from an earlier expansion that no longer drops current gear. At level 90 you are far above its cap, so the fights that once took a guild weeks now matter for what they hold rather than for item level. Once your character is 10 or more levels above a raid's max level, Legacy Loot Mode switches on and each boss drops its full raid loot table for you. As of patch 12.0.1 that covers every raid through Dragonflight.
Players come back for four things: boss-drop mounts such as Invincible or Mimiron's Head, class set and weapon appearances, Glory metas that pay out a mount, and old legendaries like Shadowmourne, Dragonwrath and Fyr'alath that are still obtainable.

Mount Farm or Glory Meta: Which Legacy Raid Carry to Buy
Pick by how sure you want the reward to be. A Glory meta is a planned result: when the last achievement completes, the mount is added to your journal. Uldir pays out the Bloodgorged Crawg, Aberrus the Shadowflame Shalewing, and the three early Pandaria raids share one meta, so a Mogu'shan Vaults, Heart of Fear and Terrace order fits together. A boss-drop mount is a roll on every kill. Blizzard publishes no drop rates, and mounts like Invincible, Mimiron's Head or the Zereth Overseer are very rare, so a mount farm buys a set number of kills on the right difficulty, never the mount itself. Cards with a run slider (1–10 on Invincible, Mimiron's Head, Firelands, Dragon Soul and Manaforge Omega) let you choose how many attempts to book.
Transmog Set or a Fast Clear
For appearances, order the set farm on the card of the tier you like: full set or chosen slots, plus a weapon transmog add-on. Antorus, Nighthold, Nerub'ar Palace and Liberation of Undermine sell all 4 difficulty colors. If you only want the kills, the achievements and whatever drops, a plain clear is the quickest order; Trial of Valor and Terrace of Endless Spring are the shortest, while Siege of Orgrimmar and Hellfire Citadel take longer.

Which raids count as legacy raids here?

Is a rare raid mount guaranteed?
No. Boss-drop mounts have no published drop rate, so mount runs buy kills on the right difficulty and each kill is one chance. Glory mounts are different: they come with the completed meta.
