The Consortium is a guild of ethereal traders and smugglers spread across Outland. In TBC Anniversary it is one of the factions whose upper tiers are farmed through heroic dungeons, so reaching Exalted means a long series of heroic clears rather than a stack of quests.
For a raider on Fresh TBC that is the catch: the reputation is easy to start and slow to finish. Players who already run heroics for badges often stop halfway, and that unfinished half is what most buyers of a TBC Anniversary The Consortium Boost hand over.
