A character you make in November will still be walking or riding between Mount Hyjal, the Riverglades and old capital cities years later.

That makes riding less of a luxury and more of a multiplier. Quest routes shrink, gathering loops fit more nodes into an hour, and the trek to a dungeon entrance stops eating half the evening. On December 9, when the Barrow Deeps, Hyjal Summit and Onyxia's Lair open, the faster tier matters for every trip to a raid portal.

What Blizzard Has Said About Riding

The BlizzCon Deep Dive described a training-first model: the gold goes to the Riding trainer, and learning the skill hands you a mount straight away, so there is no separate vendor purchase to save for. What has not been published yet are the character levels for each tier and the training costs.
